This effect cannot trigger more than once every second globally and once every 3 seconds from the same cast instance. For each stack, gain 1 ability power. If this is not your first augment, start with 40 Phenomenal Evil stacks, granting you 40 ability power. The 40 bonus stacks for selecting this augment as not your first augment are given once the first stack is earned.
